Description: WHAT: This dataset contains point locations of public facilities that serve the Grand Junction community, including schools, fire stations, police stations, hospitals, arts and entertainment centers, parking areas, and other civic and public-use sites. Coverage spans Mesa County and the City of Grand Junction. The dataset represents current conditions and is intended as a general-purpose reference layer used both internally and on public-facing City maps, where certain categories (such as bridges and trailheads) may be filtered out depending on the map's audience.SOURCE & METHODOLOGY: Records originate from City government information and from each facility's publicly available information, including address, facility type, and website URLs. New entries are added through manual data entry by the GIS Division. Created by the GIS Division in approximately 2005. Before a new facility is added to the published map, its existence is verified internally with City staff and the GIS Division gathers all relevant attribute information.KEY ATTRIBUTES: FACILITY_N holds the facility name. TYPE identifies the category of facility (school, fire station, hospital, etc.). URL links to the facility's website where available. Other fields exist in the schema but are less central to typical use.UPDATE CYCLE: Updated as needed when a new public facility is built, acquired, or otherwise brought into service. There is no fixed schedule; updates are event-driven and performed by the GIS Division. Last updated March 2026.KNOWN LIMITATIONS: Positional accuracy is not survey-grade — points are digitized from aerial imagery and should be treated as building- or property-level locations rather than precise coordinates. Facilities located outside the City of Grand Junction, in the wider county, may be less accurately positioned than those within city limits, where the GIS Division has more direct familiarity. The URL field is not populated for every facility; some facilities do not have a known public web presence. The dataset reflects facilities the GIS Division is aware of and has verified — a newly opened facility may not appear until staff are notified and verification is complete.CONTACT: City of Grand Junction GIS Division. Description: WHAT: This dataset contains the polygon boundary of Unit 68 (CO-1), one of 63 critical habitat units designated by the U.S. Fish and Wildlife Service for the western distinct population segment (DPS) of the yellow-billed cuckoo (Coccyzus americanus) under the Endangered Species Act. Unit 68 follows a segment of the Colorado River corridor within Colorado and overlaps portions of Mesa County. The yellow-billed cuckoo is a riparian-obligate, migratory bird species that breeds in dense cottonwood-willow riparian habitat along western river systems. This local copy includes only Unit 68 from the larger nationwide designation; the other 62 units are not included. SOURCE & METHODOLOGY: Source data are the official GIS boundary files published by the USFWS Sacramento Fish and Wildlife Office in support of the final rule "Designation of Critical Habitat for the Western Distinct Population Segment of the Yellow-Billed Cuckoo" (86 FR 20798), effective May 21, 2021, under Docket No. FWS-R8-ES-2013-0011. The City of Grand Junction GIS Division downloaded the federal dataset, extracted only the Unit 68 (CO-1) polygon, and re-published it in the City's local SDE for internal use. No geometry has been modified from the federal source; only attributes have been trimmed and renamed where needed for local schema alignment. The legal boundary described in the Federal Register controls in any case of disagreement with the GIS representation. KEY ATTRIBUTES: COMNAME (common name — "YELLOW-BILLED CUCKOO"), SCINAME (scientific name field; in this dataset populated with the regulations.gov URL to the source document FWS-R8-ES-2013-0011-1304 rather than the binomial), SPCODE (FWS species code — "B06R"), VIPCODE (vipcode — "V01"), UNITNAME (unit name — "CO 1 Colorado River"), UNIT (unit number — "68"), SUBUNIT and SUBUNITNAM (sub-unit identifiers; not populated for Unit 68), STATUS ("FINAL"), LEADOFFICE (FWS lead office code — "FF08ESMF00"), COOPOFFICE (cooperating office; not populated), FEDREG (Federal Register citation — "86FR20798"), PUBDATE (publication date in YYYYMMDD format — "20210421"), EFFECTDATE (effective date in YYYYMMDD format — "20210521"). Refer to USFWS source metadata for full attribute definitions and domain values. UPDATE CYCLE: Updated only when USFWS revises the critical habitat designation through formal rulemaking. There is no scheduled cycle. The GIS Division monitors the docket and the Federal Register for revisions and will refresh this layer when the federal source is updated. Last sourced from the April 21, 2021 final rule. KNOWN LIMITATIONS: This dataset is a reference copy of a federal regulatory boundary and is not authoritative — the legal boundary is the textual and coordinate description published in the Federal Register, not the shapefile. The polygon represents designated critical habitat as defined under the ESA, which is a regulatory designation, not a map of actual cuckoo occurrence, suitable habitat condition, or breeding territory. Presence or absence of the species within the unit varies year to year because the cuckoo is a habitat-tracking species whose use of an area depends on dynamic riparian conditions and food (insect) availability. Designation does not establish a refuge, preserve, or restrict private activity that lacks a federal nexus; only actions with federal funding, permitting, or authorization trigger section 7 consultation. Excluded areas (Tribal lands, certain state lands, areas covered by qualifying management plans) within or adjacent to the unit are reflected per the final rule.
